The fomor can step into or out of the Penumbra, just as a Garou would.
System
The system is the same as for a Garou stepping sideways, but the fomor uses the Willpower Trait instead of Gnosis (unless he has the Spirit Ties power; then he can choose between the two). The fomor must travel alone; he can’t bring others with him, even other fomori.
