Weather witches have always been among the most revered and feared members of the sorcerer community. Changes in the weather are usually measured in hours or days; you can speed these processes up, but you cannot summon tidal waves out of nothing or storms from clear skies. Even simple changes can leave the sorcerer drained whilst major workings can be the death of the caster.
System
1) Intensity: You can make small changes in the environment (a sudden cold
breeze, slight drop of room temperature, etc).
Speed: The changes you request will happen, eventually.
Duration: A few seconds, no more, and only for minor changes.
Scale: 30 square feet or so. Minor changes only.
2) Intensity: Minor changes to the environment are possible (a dense fog,
ensure that the skies are cloudy, etc).
Speed: Minor manipulations occur within a few seconds or minutes.
Major changes still take long periods of time.
Duration: A minute or so. Major changes cannot last this short a period
of time.
Scale: Less than a half mile area.
3) Intensity: The rains and winds are at your command. Rainshowers come when
you call, and strong winds blow where you want. You can change
the local temperature by as much as 30 degrees in either
direction.
Speed: Small changes take effect within a minute. Larger changes
require a day. Extreme changes require several days.
Duration: A few minutes, maybe a half an hour at most.
Scale: A mile or two in size. Extreme changes cannot take place in
this small of an area.
4) Intensity: If Storm from the X-Men had a child, you'd be it. You can take
control of existing weather patterns (Manipulation+Occult Vs 7)
and direct it towards a specific target (4 health levels plus
the caster's successes).
Speed: Minor changes are nearly instantaneous, larger changes within
a few hours, and extreme changes within a day or two.
Duration: An hour, give or take.
Scale: An area roughly five miles in diameter. All but the most
extreme changes are possible.
5) Intensity: The real Storm from X-Men. Elemental attacks sent against
others do 6 health levels + your successes on a
Manipulation+Occult roll.
Speed: Minor changes occur instantly. Larger changes within an hour.
Extreme changes happen the same day of your request.
Duration: Several hours, maybe a day.
Scale: An area 20 miles in diameter. Any kind of changes are possible.
SYSTEM: Manipulation+Willpower vs 4 (with the difficulty going up per
dot used), One Willpower per two dots in Intensity, plus one for
every 3 dots of Duration, Speed, and Scale).
